About Us

Our work is rooted in public policy with a wealth of 30 years’ experience in communications and campaigns, working in government and media relations. Citadel was formed in 2005 and established its policy practice in 2007, including expertise in policies for education and skills, children, young people and families, and social inclusion.

Our Approach

We deliver our services through a framework that ensures high quality and a flexibility of approach that individual situations demand. Our approach includes senior counsel, project teams, interim roles and events management. This includes experience in building partnerships, managing coalitions and youth participation.

The Directors

Jonathan Hopkins has extensive experience in public policy and the development of stakeholder relations and communications strategies for NGOs, local authorities, businesses and professional bodies and adviser to government on its youth strategy. He is an Associate of the Centre for Young Lives, a member of the Chartered Institute for Public Relations, Fellow RSA, Founding Chair of Abingdon Learning Trust, Trustee of Clore Social Leadership and an experienced charity trustee.

Jane Enticott has significant experience in campaigns and events management, bringing together and managing project teams relevant to a client’s particular needs. She is former Head of Campaigns at the charity Scope with a breadth of voluntary sector experience, specialist in counselling, health and wellbeing
